The Challenge

The business environment is a complex of policy, legal, institutional, and regulatory conditions that govern business activities in a specific market. Governments can encourage a business environment that will ensure prosperity and sustainable economic growth, but businesses everywhere face many barriers that impede investment, firm expansion, job creation, and, in the end, sustainable growth. Business environment reform is needed where improper regulation, excessive taxation, lack of fair competition, lack of voice and unpredictable and inconsistent policies inhibit entrepreneurship, hamper investments and hinder the development of sustainable markets. Business environment reform promotes the development of markets that encourage competition, also advancing the effectiveness and sustainability of other development interventions. It allows the private sector to be more efficient in doing what it does best, creating value and enabling growth.
